Why the checklist matters more than any other preparation
Of all the things an MM2H applicant can do to influence their outcome, document preparation has the highest leverage per hour invested. A rich, liquid applicant with a weak dossier can be refused or delayed; a less wealthy applicant with an airtight file can sail through. This is because the process is sequential: one missing or lapsed document holds up everything behind it, and reviewers are under no obligation to chase gaps. Getting the checklist right — and keeping it right through to submission — is the single most controllable factor in your timeline and your chances. Verify every item with your licensed agent before submission, as specific requirements can be updated. (See MM2H Document Checklist Mistakes That Cause Delays in the Problem & Rejection cluster.)
The core document categories
The MM2H dossier falls into five categories: identity (passports, photographs), financial (bank statements, income proof, fixed-deposit evidence), health (medical report, insurance), background (police clearance / Letter of Good Conduct), and dependant documents (mirroring the above for each included person). Your licensed agent certifies the assembled dossier and knows the precise current format for your tier; treat this checklist as the orientation, not the substitute for your agent’s specific guidance.
Identity documents: passports and photographs
Passports are the foundation and the most common cause of early stalls. Every applicant — principal and every dependant — must hold a passport with substantial remaining validity at the time of submission. Current guidance points to a meaningful validity window; verify the exact required period with your agent, renew early, and build in margin rather than cutting it fine. A short passport on a single child’s document can hold the whole application. Alongside passports, you will need recent passport-sized photographs for every applicant, in the specified background colour and within a recent window. Format rules on photos catch people out — confirm the exact specification. (See MM2H Document Checklist Mistakes That Cause Delays.)
Financial documents
The financial section is the most important in terms of approval weight and the most varied by individual circumstance. It generally includes: bank statements covering several months, clearly evidencing a consistent liquid position and recurring income; evidence of the fixed deposit (or ability to place it for your tier); and supporting documentation for each income source — pension statements, tenancy agreements, salary slips, investment statements as relevant. The goal is to tell a coherent story of financial strength and stability, not to dump a pile of statements a reviewer must interpret. Liquid assets should be clearly visible; illiquid wealth (property, private company shares) adds less to the story. (See Insufficient Funds for MM2H and Do You Need Proof of Monthly Income for MM2H? in the Tax & Financial cluster.)
Health documents
Health requirements cover two components. The medical examination: a prescribed medical report form, completed by a licensed physician, confirming the absence of certain conditions, typically coordinated by your agent as part of the in-Malaysia steps after Conditional Approval. The medical insurance: evidence of a valid policy meeting the minimum coverage requirement (indicatively around RM80,000, verify current figure), issued in Malaysia at least initially, with any age-related provisions confirmed for your situation. Both must be current at the time of assessment and both have their own validity windows, so do not obtain them too early. (See MM2H Medical Insurance Requirement and Typical Costs and MM2H Medical Check-Up: What to Expect.)
Background and character documents
A Letter of Good Conduct (LGC) or Certificate of Clearance (COC) is required — typically from your country of citizenship and from any country where you have resided for an extended recent period. Foreign LGCs can be slow (weeks to months in some countries), so order them first, in parallel with passport renewal. If you have lived in multiple countries, every relevant country’s clearance is needed; an incomplete set is a noted delay cause. All applicants aged 18 and above — including adult dependants — typically need their own clearance. (See MM2H Police Clearance Certificate / Letter of Good Conduct Guide and MM2H and Criminal Records in the Problem & Rejection cluster.)
Dependant documents
Each included dependant broadly mirrors the principal’s documentation: passport (with the same validity requirements), photographs, medical and insurance (for those under 60), and a clearance for those aged 18 and above. Kinship proof is essential: birth certificates (for children), marriage certificate (for spouse), and — for parents or parents-in-law — additional documentation establishing the relationship. For non-standard family structures (single parent, stepchild, disabled child, parents-in-law), extra documents are required; see MM2H Dependents Explained: Spouse, Children and Parents for the specific eligibility rules and evidence needed. All dependant documents must be correctly certified in the same form as the principal’s.
Certification and format rules
Every copy must be certified as a true copy, by the right party, in the required form — exactly as your agent specifies. Improperly certified copies are a leading dossier-rejection cause. Documents in a language other than English or Bahasa Malaysia generally require a certified translation. Check the format requirements for every document type: photo specifications, résumé format (which is typically required for the principal), financial statements in their expected presentation, and any application forms in the current version (not an outdated download). The new MOTAC self-assessment regime from 2026 shifts more responsibility onto applicants and agents for correct presentation; errors are harder to quietly fix after submission. (See How to Choose a Licensed MM2H Agent for why the agent relationship protects you here.)
A synchronisation drill before submission
Run this sequence before handing the dossier over: (1) every passport has substantial validity remaining; (2) every short-validity document (photos, medical, clearances) is still valid at the expected assessment date; (3) every copy is correctly certified; (4) names, dates and addresses reconcile across all documents, with explanatory notes for any genuine discrepancy; (5) every dependant relationship is documented for your exact family structure; (6) the financial story is coherent, with liquid assets and consistent income clearly evidenced; (7) clearances are complete for every relevant country, for every adult. A dossier that passes all seven points has removed the dominant causes of delay and refusal.
Frequently Asked Questions
How long should my passport be valid for MM2H?
A substantial remaining validity is required for every applicant, but the precise period should be verified with your agent against the current MOTAC guidance, as the figure has been cited inconsistently across sources. Renew early and build in a margin rather than cutting it fine — a single short passport can stall the whole application.
Do all family members need separate police clearances?
Yes, for those aged 18 and above. Adult dependants need their own Letter of Good Conduct, typically from their country of citizenship and any country of long residence. Foreign LGCs can be slow to obtain, so order them first in parallel with passport renewal.
Can I use a photocopy of my financial statements?
Only if correctly certified as a true copy, by the right party, in the form your agent specifies. Plain photocopies are not sufficient. Improperly certified copies are a leading cause of dossier rejection — confirm exactly what certification is required before submitting.
How far in advance should I get the medical done?
The medical report has a validity window and is typically coordinated as part of the in-Malaysia steps after Conditional Approval rather than at the outset. Do not get the medical done months in advance of submission — synchronise it with the rest of the process. Your agent will guide the timing.
